about weapon summons

Is it random or is there some algorithm? because I seem likely to get frag grenades much more than all other weapons.

Some weapons have better chances at the higher ended specials than others. I can't remember which basics were better, but I think the Shieldgun or shock were the best.

Not sure on that, but I've had better luck with those and Flak.
