Go to the maker of the devices website and look for the drivers for your specific device.
If no drivers are available for that device , use google ,its a beautiful thing.
Just type in device name, drivers ,and your operating system. and you should find what you are looking for.
If you are running xp it should recognise it as a plug and play device , but if you are using a usb port to plug and play , they ports may be turned off in your bios which you must enable first. 8)

1.
First attempt: Uninstall your failing USB driver for your device.
Secondary attempt only if First attempt doesn't work: unplug physically and uninstall ALL USB and USB hub device in device manager.
2.
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\USB
Entry: DisableSelectiveSuspend
Type: DWORD
(Value: 1 disables selective suspend. 0 enables selective suspend)
Set to 1
Note: If this registry key is not present, you must create it.
2.
Turn off PC and unplug it from the electric cord for at least one minute to completely drain power from the PC. Plug back the machine and turn it on...
3. After Boot, reinstall drivers BEFORE plugging it back it the USB 2.0 port, then on queue plug it in (some devices require that, optionally you can try the other way around), then pick an appropriate USB 2.0 slot to plug you device into and see if it works.
4.
Report back here.
